The correct answer is NEITHER...Not Yet Anyways
First, What do Slim Shady, Mr. Hyde, and The Incredible Hulk, have in common?
They are all alter egos, or creations, but before we go any further, let's define: alter ego.
Denotation: It is a second self, which is believed to be distinct from a person's normal or original personality.
Connotation: "An extra face, an extra emotion, something that is similar to the creator, but altered, a dualistic personality"
Original: Eminem, Alter Ego: Slim Shady
Original: Dr. Jekyll, Alter Ego: Mr. Hyde
Original: Dr. Banner, Alter Ego: The Incredible Hulk

Alter Ego Creation?
Accidental: But basically, Dr. Banner, the son of an abusive father and scientist: David Banner, meets and conducts an experiment with one of his colleagues, but unexpectedly one of his experiments backfired, which ultimately led to the existence of the Hulk as toxic levels of gamma radiation in Dr. Banner's body triggered a gene, he received from his father, when his father conducted human trials on himself with a modified DNA Sequence.
Intentional: While, Dr. Jekyll's alter-ego, Mr.Hyde, was an intentional creation of an alter-ego, as his intention was to differentiate his dark impulses from his good side, this intentional separation of the natural dualistic quality of man, ultimately led to his demise, as the separation of his egos led to the total control of his internal and external appearance, as Mr. Hyde took control.
Scapegoat: Eminem's alter ego is unique in the fact that it's used as a scapegoat, to blame for all of his struggles in his life, such as in multiple of his rap songs, he uses "Slim Shady," as the more "evil side" of Eminem and he uses Slim has a scapegoat to blame for his dad walking out on him, and his wife, and also his mother.

Now.. The Question,
"Both Dr. Jekyll and Dr. Banner became someone different when exposed to certain stimulus. Are the doctors responsible for their behavior when they become their other self? Why or Why Not?"
Analysis of the Question:
"Both Dr. Jekyll and Dr. Banner became someone different when exposed to certain stimulus."
Textual Evidence:
This part of the question states that under certain stimulus, Dr. Jekyll and Dr. Banner become someone different, or convert to their alter-ego.
Examples:
Hulk:
When Dr. Banner states, "Talbot, you're making me angry!" When Major Glen Talbot attacked him, this quote perfectly illustrates the precise example of a certain stimulus that thus changes Dr. Banner into his alter-ego, The Hulk.
Dr. Jekyll:
“The most racking pangs succeeded: a grinding in the bones, deadly nausea, and a horror of the spirit that cannot be exceeded at the hour of birth or death. Then these agonies began swiftly to subside, and I came to myself as if out of a great sickness. There was something strange in my sensations, something indescribably sweet. I felt younger, lighter, happier in body; within I was conscious of a heady recklessness, a current of disordered sensual images running like a millrace in my fancy, a solution of the bonds of obligation, an unknown but innocent freedom of the soul. I knew myself, at the first breath of this new life, to be more wicked, tenfold more wicked, sold a slave to my original evil and the thought, in that moment, braced and delighted me like wine.” (Stephenson 59)
This quote also perfectly illustrates of an example of when exposed to certain stimulus, Dr. Jekyll describes his transformation into Mr. Hyde. Specifically, "There was something strange in my sensations, something indescribably sweet. I felt younger, lighter, happier in my body," these lines were significant in the fact, that he approved of the transformation, that in fact, he felt fresh as a person.
While, in the Hulk, this sense of transformation was foreign to Dr. Banner, and in fact, in some sense disapproved for his ability.
"Bruce Banner: I should have killed you
David Banner: Maybe I should have killed you
Bruce Banner: I wish you had"
In these lines, Dr. Banner states his willingness of death in response to the predicament he faces.

Answer to the Question-
I believe that both, Dr. Jekyll and Dr. Banner, can not be fully responsible for their behavior in their second half, since their transformations to their alter egos are both random and involuntarily. For example: Dr. Jekyll turned into Mr. Hyde involuntarily in his sleep, likewise Dr. Banner, turned into the Hulk with little to no resistance, if his anger reaches a certain boiling point.
But, I believe that just discussion on Dr. Jekyll and Dr. Banner, Dr. Jekyll has more of the blame for his behavior in his alter ego, as his alter ego was created intentional, and his transformations were also intentional and likable, to the point where Mr. Hyde ultimately took over his body.
Dr. Banner was the opposite, as his alter ego was accidental and his transformation occurs as a result of someone or something tampering with his anger.
But, Dr. Banner had a unique escape out his alter-ego, a back-up plan if in the duality of man, dark takes over. He had his love, Betty Ross, while Dr. Jekyll did not have an escape.

Duality:
Denotation: "A contrast between two objects"
Connotation: "A constant push and pull of the duality of man: the fight of good and evil in human nature"
